FIFA have handed Chelsea a ban from registering new players for the next two transfer windows.
If the ban is lifted, at least temporarily during the upcoming transfer window, they can bring more players to the club.
One of them, as per Le10 Sport in France, is Julian Draxler of Paris Saint-Germain as the former Schalke man ‘interests’ the Blues.
It is claimed the Germany international should be available for a fee in the region of €30m to €40m.
Should the Stamford Bridge outfit make an approach for the 25-year-old attacker, then the Ligue 1 winners will ‘evoke the situation’ of Willian, who has been on their radar for several seasons.

The report explains PSG are still considering the possibility of signing the Brazilian.
Willian can play in any of the attacking positions and would receive the support of the players at Parc des Princes, if he joins Thomas Tuchel’s side.
However, PSG will only make an approach for the South American if Chelsea try to sign Draxler and that is possible if their transfer ban is lifted.
Several conditions need to be fulfilled for PSG to consider signing Willian this summer.
